It notifies the general that he will receive 200 copies of a report concerning reforms, written by Carnot (Lazare Nicolas Marguerite Carnot, organiser of genius of the armies of the Republic). Mention is also made of St. Just, extreme revolutionary and disciple of Robespierre who was also involved in military reform.
