The Seminar was jointly prepared by CSCE and the Council of Europe.
Provenance
The correspondence regarding the HCA UK was found along with the CSCE conference papers and a pencil note written about a HCA rep at the Warsaw conference [suggesting that this may have been where Fraser's link with the organisation may have been made].
System of arrangement
These were not divided into sections but most seem to have been catagorised by country and arranged in alphabetic order as per original order of the creator.
