Most of the articles of impeachment presented by Commons concerned Harley's conduct regarding the Treaty of Utrecht; the final (16th) article accused him of abusing his influence with the Queen by creating the twelve peers. Six additional articles accused him of giving evil advice to the Queen and favoring the Pretender. --cf. DNB.
