Authorship unknown, but Thomas Baker, in a manuscript note in ms. Harl. 7047, one of the sources of this text, writes that "it is not improbable that George Bates, the last register of the house, was the author, of which there are some intimations in the collection itself." cf. Pref., p. xiv.
